Into a saucepan add the heavy whipping cream and butter.
Simmer the cream and butter on low heat for 2 minutes.
Stir the minced garlic, Italian seasoning, and pepper into the heavy cream and butter mixture. Continue to simmer for 1 minute.

The fresh parmesan cheese will help to thicken the sauce up. However, if it's still not thick enough for you allow it to sit for 2-3 minutes. The sauce will thicken some as sits.
